Mauritius, on the other hand, offered something refreshingly simple and concrete: Buy a property worth USD $375,000 or more, and you qualify for renewable 10-year residency. No need to live there full-time. No need to give up your passport. No need for hidden negotiations. It was in black and white. And it applied to his whole family.

2. Legal Certainty and Political Stability

Unlike South Africa, where policies shift with each election, or Dubai, where the rules can change without warning, Mauritius stood out for one reason: its hybrid legal system—a mix of British Common Law and French Civil Code—offering both flexibility and stability.

Pieter spoke to a lawyer recommended in the report and quickly saw that Mauritius had no capital gains tax, no inheritance tax, and no foreign exchange controls. Even better, the tax code was easy to understand—and consistently applied.

Compared to Switzerland's tightening financial transparency rules and Guernsey's slow-moving bureaucracy, Mauritius looked like a place where Pieter could actually plan ahead with confidence.

3. Low Tax—For Real
